Kinmen Resident Card Open for Application on June 1st; Early Bird Program is Available

Attention Kinmen Residents: You will be able to apply for your Kinmen Resident Card on June 1st onward, with four designs of your choice available. Lin Song-Bo, Chief of the Information Management Section of the County Government’s General Affairs Department, has been leading his colleagues to promote the Resident Card recently on various occasions, putting up posters around town in order to encourage residents to apply. In particular, an Early Bird Program is available, allowing applicants who apply from June 1st to August 15th to choose one of the four card designs and make their own favorite Resident Card. According to the General Affairs Department, which undertook the planning of the newly launched Kinmen Resident Card, the new card integrates the functions of an e-wallet, consumer discounts, travel pass, staff/student card, library card, public services, and other services. Staff cards for various agencies and schools are scheduled for trial use on July 1st, while the resident cards (for all residents) and student cards (for registered students in Kinmen) are scheduled for official launch on September 1st, in time for the start of the new school term. Residents may apply by appointment or on the spot during office hours for the Resident Card, stated the General Affairs Department. Apply by appointment │From June 1st to August 15th, 2017, 8:00 a.m. to noon and 1:30 p.m. to 5:00 p.m. Apply on the spot │Starting from September 15th, 2017, 8:00 a.m. to noon and 1:30 p.m. to 5:00 p.m. Applications will be accepted at all Household Registration Offices in Kinmen County.
Card types and qualifications: Student Card │Students studying at schools in Kinmen County, including national elementary and junior high schools, senior (vocational) high schools, and the National Quemoy University. (This Card is to be applied for through the schools.) Senior Card │Elderly residents aged 65 or above who have their household registration in Kinmen County. Disability Card / Disability Companion Card │ Residents holding the disability certificate (card) or one necessary companion of the disabled persons. Disabled applicants may only apply for one Companion Card. The Companion Card may be used by any companion who is accompanying a Disability Card holder for an outdoor trip, and the Companion Card user may enjoy the same privileges as the Disability Card holder. General Card │Residents with household registration in Kinmen County at the time of application, aged between 7 and 65, and without the abovementioned qualifications. However, minors aged 7 or above must obtain the consent of their statutory agents.
Residents applying in person should bring the original of their national ID card and a 2-inch half-length full-face color photo taken within the last year. Please note that pictures taken while wearing a hat will not be accepted. In addition, Disability Card and Disability Companion Card applicants should bring their original disability certificate (card). Regarding applications submitted by an agent, the agent should bring all relevant identification documents, including the original copy of his/her national ID card and either a photocopy of the authorizing person’s national ID card or other forms of identification. Application forms can be obtained at all Kinmen Household Registration Offices or downloaded at the official Kinmen Resident Card website.
Chen Jin-Zeng, Director-general of the General Affairs Department, conveyed Magistrate Chen Fu-Hai’s emphasis on the promotion and usage of the Kinmen Resident Card. Magistrate Chen has specially requested that the card be convenient to the public by having an easy application process. He also requested that the card be flexible to use, and have excellent design and features so that it will be an honor to possess.
The County Government planned to make an official launch of the Kinmen Resident Card on September 1st at the entrance foyer of the County Government Office. Application counters will be available for residents to apply on the spot, and print and output their own card immediately, so that everyone may get his/her own Resident Card on-site.
Moreover, starting from September 1st this year, applicants may collect their Resident Card in person at the Household Registration Office where they have submitted their applications by presenting the original copy of their ID card. With regards to applications submitted by agents, the agents may also collect the Resident Card at the Household Registration Office where they submit applications by presenting the original copy of their ID card and the photocopy of the authorizing person’s ID card.
In addition, online applications are only accepted for General Cards at the Kinmen Resident Card official website (https://card.kinmen.gov.tw). The following electronic data should be submitted: the applicant’s digital certificate and the e-copy of a 2-inch half-length full-face color photo without a hat, taken within the last year. Similarly, applicants may pick up the card at designated Household Registration Office starting from September 1st this year.
