Applications for 2016 three holiday consolation money by applicants between the ages 55 and 64, who experienced battlefield administration in Kinmen County, will be accepted by the Civil Affairs Section of each township office starting today. The Civil Affairs Department reminds residents who “currently registered their permanent residence in Kinmen County,” “registered their permanent residence in Kinmen County for a cumulative 10 years and reached the age of 16 before battlefield administration was terminated (November 7th, 1992),” if they will reach the age of 55 before June 9th, 2016, to prepare application documents and submit their application to the Civil Affairs Section of each township office “in person,” “appoint an attorney (must prepare a power of attorney),” or “mail (registered with A.R.) the application to the township office where their permanent address is registered and specify ‘Application for three holiday consolation money for applicants between the ages 55 and 64 that experienced battlefield administration in Kinmen County’” before May 26th, 2016.
The Civil Affairs Department indicated that if Kinmen residents “born after June 10th, 1951 and before June 9th, 1961” have not submitted their application, they should complete their application before May 26th, 2016; if their application is submitted after May 26th, 2016 (14 days before Dragon Boat Festival), consolation money will only be issued on the next holiday (Mid-Autumn Festival of 2016). Kinmen residents should take note to avoid damaging their own interests.
Furthermore, the Civil Affairs Department reminds Kinmen residents of the following two matters:
1. This consolation money is only issued to residents until the age of 64. Applicants that have reached the age of 65 (born before June 9th, 1951) will be removed from the list by the Civil Affairs Department, and shall apply for consolation money for the elderly that experienced battlefield administration in accordance with the “Kinmen County Self-Governance Ordinance for Consolation Money for the Elderly that Experienced Battlefield Administration.”
2. After completing application for this consolation money, qualified recipients will not need to reapply and the county government will issue NT$12,000 every Chinese New Year, Dragon Boat Festival, and Mid-Autumn Festival. Recipients that reach the age of 65, become deceased, or reregister their permanent address outside of Kinmen County will be disqualified. Once recipients register their permanent address in Kinmen County again, they must reapply for this consolation money.
