Kinmen to be developed into an intelligent island by county government

The Kinmen County Government convened the Kinmen Techlife and Intelligent Island Action Plan Integration and Quarterly Evaluation Meeting yesterday. Deputy County Magistrate Wu Cherng-Dean said that building a high-tech intelligent island is a policy that County Magistrate Chen has been pushing, even though achieving an ideal intelligent island is still a long way to go. But this is continuous and futuristic work and we must have confidence in ourselves, even "desire it with all our heart," accepting the challenge bravely, and moving forward step by step, while seeking breakthroughs.
In January this year, General Affairs Department’s Information Management Section commissioned the Association of Global Development to carry out the Kinmen Techlife and Intelligent Island Guidance Project. Co-Principal Investigator Liu Yu-Hsien said that the development of smart cities and intelligent islands is the center of attention worldwide. Under the development of broadband economy and through broadband networks and information infrastructure, it is the goal of the county government to effectively utilize large amounts of data, make decisions efficiently, provide better services for county residents, and create a more intelligent living environment.
Yesterday Liu Yu-Hsien explained the implementation progress of the 2015 Kinmen smart city planning project. She pointed out that this project, assisted by the Taipei Computer Association, covered six aspects—infrastructure, smart healthcare, smart education, smart tourism, intelligent transportation, and smart life. According to the implementation progress, with regard to the public service platforms under the infrastructure category, the Kinmen Citizen Card was launched in 2017 as scheduled and relevant service platforms are expected to go online on September 1st, 2017. As regards the Kinmen Map Cloud GIS application system, the Economic Affairs Department will also expand its installation this year.
In terms of smart healthcare, Kinmen hospital mobile registration app has been launched, and a smart integrated diabetes care network program has also been constructed. Through the diabetes telehealth care platform developed by the Ministry of Health and Welfare, a link to the public-version app is established for automatic and systematic collection of case data which are then transmitted to the cloud management platform, thereby establishing a personalized healthcare database for the public. At the same time, the system is utilized to manage the referral process and follow up on patients’ blood glucose control effect. Via online video consultation and health education guidance, patients with diabetics are being offered assistance in blood glucose monitoring and disease management. Moreover, diversified value-added telehealth care services are being developed, so that members of the public are able to access continuous medical care. From August 2016 through May 2017, a total of 131 people were admitted with an 81 percent of public's satisfaction level.
With respect to smart education, in elementary and junior high schools’ mobile learning initiative, the five townships in the county currently have schools promoting mobile learning, and they have recently received various national information education awards. The Campus Smart Card also went online following the launch of the Kinmen Citizen Card. As to the smart education cloud service platform, schools are currently allowed to purchase the service and give the authorization themselves because the development direction of each school is different and communication and coordination need to be done if the platform is to be applied to the whole county.
As far as smart tourism is concerned, outsourced by the Kinmen County public bicycle rental system, K-Bike has begun trial operation.
Regarding intelligent transportation, the Kinmen bus real-time information system and the new version of the app went online in February 2017 with such functions as real-time bus information, planning routes, information on bus types and bus departure time. However, as Kinmen folks and elders are accustomed to waiting for a bus and do not have the habit of searching for bus information using smartphones, the telephone booking system was adopted for the buses stopping at temples during the Lunar New Year holiday. In addition, booking tickets or making reservations can be done via the Kinmen route system on the Taiwan Tourist Shuttle service website operated by the Tourism Bureau of the Ministry of Transportation and Communications, or through 7-ELEVEN’s ibon or FamilyMart’s FamiPort, or at Kinmen’s Jincheng Station, Shanwai Station, the Shangyi Airport stop of Taiwan Tourist Shuttle Bus, and the Shueitou Pier Tourist Information Center.
In the meeting, Wu Cherng-Dean also reiterated that an intelligent island is an interconnected ecosystem created as a result of planning management, infrastructure construction, and county residents’ satisfaction. Sustainable economic growth will be promoted for the purpose of building a smarter city. To construct an intelligent island, ICT's technical capabilities and capability are important, but from the point of view of the county government, how to respond to county folks’ collective needs and outline a vision for the county is the primary concern of the government. It is hoped that after the vision, objectives, and organization are formed, people can make more efficient use of relevant resources, open up to the challenge, and implement one by one the six aspects of the intelligent island project that experts have planned for us, so that the vision of creating a high-tech intelligent island will slowly materialize.
