Kinmen County Election Commission Resolves to Hold a Referendum on Gaming on October 28th 2017/06/20

The first referendum proposal in Kinmen County has been established ever since the history of local autonomy. Proposed by Tsai Chun-Sheng, a citizen in Kinmen, the subject “For the economic development of Kinmen, do you agree to set up an international resort and allow a 5% tourist gaming sector?” has acquired sufficient signatures to establish a local referendum proposal. Kinmen County Election Commission held the 175th commission meeting yesterday and resolved to announce the establishment of the first referendum in Kinmen County on June 23rd, 2017. The voting date would be on October 28th, 2017.
The 175th commission meeting of Kinmen County Election Commission was held in the Commission Office’s meeting room at 2:30 p.m. yesterday. Yang Cheng-Jia presided the meeting through mutual election of the members; attendants included members Yang Cai-Siang, Jhang Cing-Fu, Lin Nai-Ciou, Li Yong-Ze, and Wong Li-Yue; the Supervision Team member and convener Lu Jhih-Huei; Director-general Chen Yong-Ming; Leader of 1St Team Lyu Cheng-Fa; and Leader of 4th Team Chen Tian-Ping.
According to Kinmen County Election Commission, Tsai Chun-Sheng (the lead proposer) submitted the countersignature roster for the local referendum with the subject “For the economic development of Kinmen, do you agree to set up an international resort and allow a 5% tourist gaming sector?” on April 3rd, 2017. According to Paragraph 2, Article 27 of the Referendum Act, this referendum proposal should acquire 5,178 countersignatures to be established. The countersignature roster first proposed by the lead proposer only included 4,844 qualified signatures, failing to reach the statutory number. Kinmen County Election Commission sent the Letter Jin-Syuan-Yi-Zih No.1063150022 dated May 4th, 2017 to the lead proposer, requesting him to supplement the countersignature roster. The lead proposer then supplemented 908 signatures on May 20th, 2017.
After being reviewed by Kinmen County Election Commission and verified by the household registration offices, the number of supplementary signatures reached 758. The number of qualified signatures for this referendum proposal totaled 5,602, which reached the statutory number. Kinmen County Election Commission thus scheduled to announce the establishment of the first referendum proposal on June 23rd, 2017.
Kinmen County Election Commission further revealed that Kinmen County Government has budgeted NT$9 million for this referendum and put Kinmen County Election Commission in charge of execution. In the 175th commission meeting, Kinmen County Election Commission resolved to schedule the voting for this referendum on October 28th, 2017.
According to Paragraph 2, Article 27 of the Referendum Act, “the number of joint signers of a proposal of local referendum shall be not less than 5% of the total electors in the latest election of the governor of the municipality or county (city).” As the number of electors in the latest magistrate election was 103,555, the number of joint signers for this referendum should reach 5,178 according to the aforesaid regulation. According to Article 28 of the Referendum Act, the provision in Article 24 of the same Act shall apply, that is, the referendum should be carried out within the period from one month after the establishment of the referendum proposal is announced to the sixth month.
