Kinmen County Magistrate Chen Fu-Hai went to Liaoluo Port yesterday to attend the ground-breaking ceremony for “Construction of the Offices of Liaoluo Port Fire Brigade and Coast Patrol Corp.” He expected that the new office building will create a better working environment and a complete fire protection system in the port area, so that the order and safety of ships coming and leaving the port can be well-maintained.
The ground-breaking ceremony, presided over by Country Magistrate Chen, took place at 9 o’clock yesterday morning at Liaoluo Port. The guests who attended the ceremony included: Kinmen Council Deputy Speaker, Sie Dong-Long; Kinmen Coast Guard Corp Captain, Jhan Jia-De; the Director of Kinmen Harbor Office, Jhang Ruei-Sin; as well as personnel from the Fire Brigade and Coast Patrol Corp. After worshipping by burning incenses and digging in with the ceremonial shovels, the construction was announced to begin.
During the ceremony speech, Magistrate Chen introduced the function of Liaoluo Port, which involves the cargo traffic opened by mini-three links besides the route between Taiwan and Kinmen. In addition to vessels constantly coming in and out at a daily basis, speed boats and ships of Kinmen Coast Guard Corp and the Army’s Amphibious Forces are usually berthed in the port. He expected that the construction can provide a better office area for members of the Fire Brigade and Coast Guard Corp.
In addition, the construction project will improve the fire protection, coastal patrolling, and security inspection practices in the port area, ensuring the safety of vessels around. Magistrate Chen also reminded the Kinmen Harbor Office to examine and renovate their current office buildings along with the progress of the construction, fostering all kinds of port services, so that the public can see the advancement of Kinmen’s harbor development.
Deputy Speaker Sie also mentioned that with the growth of travelers brought by mini-three links between Kinmen and Xiamen, Kinmen plays a more and more important role across the Strait. The heavy vessel traffic in Liaoluo Port reveals the urgency and importance of setting up a fire brigade there. With the ongoing construction, the Fire Brigade and Coast Guard Corp can perform frontline rescue missions, and cooperate with China’s rescue system at sea, thus bettering emergency rescue services at sea.
According to the plan, the total budget for the Construction of Offices of Liaoluo Port Fire Brigade and Coast Patrol Corp is 51,870,000 NT dollars. The 12,870,000 NT dollars were funded by the central government while the Kinmen County Government raised 39,000,000 NT dollars. The architecture is a four-floor building, and it covers an area of 597 square meters. The construction is expected to be done on May 13th, 2019. In the future, the space will serve as offices for related units such as Kaohsiung Harbor Fire Brigade of the National Fire Agency and Kinmen Coast Guard Corp.
